Vessel Traffic Monitoring and Information System is a complex technical and information system intended for monitoring, management and organization of all maritime traffic in inland waters, territorial sea and ecological and fisheries protection zone of the Republic of Croatia, which consists of maritime Coastal Automated Identification of Ships System, Maritime Radar System (VTS Radar System), Maritime Radio-Communication System and other systems that provide insight into navigation conditions at sea and interact with maritime traffic participants. Supervision and management of maritime traffic is carried out in order to increase the safety of maritime navigation, efficiency of maritime transport and protection of the marine environment, and includes: collecting data on maritime facilities and maritime traffic, providing data to maritime facilities, providing navigation advice and support in maritime facilities, and navigation organization and maritime traffic management. Supervision and management of maritime traffic is carried out through the cooperation of the competent services of the Ministry and harbour master’s offices with facilities sailing or floating in the area of supervision and management. The Maritime Traffic Supervision and Management Service (VTS) operates in the building of the Harbour Master’s Office Rijeka. VTS sectors are divided into Sector A (ZERP area), Sector B (territorial sea area) and local sectors of which Sector Rijeka includes the area of the Gulf of Rijeka, including the traffic separation scheme in Vela Vrata, and the area of Srednja Vrata, wider Kvarner and Kvarnerić area, includes access waterways to the ports of the Gulf of Rijeka. VTS Rijeka is also part of a larger ADRIREP ship reporting system in the Adriatic Sea, which is divided into five sectors.
