The first units of the 9th Dalmatian Assault Division, with the help of the Kvarner Naval Infantry Detachment, landed on 24 April 1945 on the coast below Brseč, and on 25 April 1945 in Mošćenička Draga, which marked the beginning of the liberation of these areas. The fighters of the 2nd, 3rd, and 4th Brigades of the 9th Dalmatian Assault Division helped liberate Mošćenička Draga, Liburnia and Istria, whose inhabitants spent 25 years under fascist occupation. The landing on the coast in front of Brseč and Mošćenička Draga was of great importance in the liberation of these areas and marked the basis for further actions to liberate Istria all the way to Trieste, where the liberation army entered on 2 May 1945, and Rijeka was liberated a day later on 3 May 1945. The outbreak in Trieste and the Soča has historical significance for the annexation of Istria and other formerly annexed and occupied areas to the mother country of Croatia.

A memorial plaque was placed on the rocks above the quay in Brseč, at the very end of the quay (eastern part). The plaque is placed on a concrete foundation made on the rocks above the quay in the shape of a five-pointed star. The memorial plaque itself is made of stone and a text is engraved in it commemorating the events of 25 April 1945. On that day, the Yugoslav Army began to liberate Istria and its surroundings. The people of Brseč and the surrounding area erected this memorial plaque and built a striking quay in Brseč as a sign of gratitude to their liberators.
